Project Summary: “Completion of the Design and Manufacturing of the XCB-01 Infantry Fighting Vehicle”

On the morning of December 30th, at the Z189 Factory in Hai Phong, the General Department of Defense Industry held a conference to summarize the Ministry of Defense-level science and technology project "Completing the design and manufacturing of the XCB-01 infantry fighting vehicle". Lieutenant General Pham Hoai Nam, Member of the Central Committee of the Communist Party of Vietnam and Deputy Minister of Defense, attended and delivered a speech at the conference.

This project is of great political, military, and scientific-technological significance, and has received special attention and trust from the Central Military Commission and the Ministry of National Defense  , who have assigned the General Department of Defense Industry to lead and coordinate with units throughout the military in its implementation.

The project "Completing the design and manufacturing of the XCB-01 infantry fighting vehicle  " has basically completed its objectives and contents approved by the Ministry of National Defence. For the first time, Vietnam has researched, designed, and manufactured a complete, integrated infantry fighting vehicle, a strategically significant piece of equipment with a very high localization rate and modern technical features.

The project's product has successfully completed task A80 and has been selected by the Ministry of Science and Technology as one of the outstanding achievements in science, technology, and innovation of the country in 2025.

In his remarks at the conference, Lieutenant General Pham Hoai Nam emphasized: "The project's results have affirmed the effectiveness and capability of mastering the research, design, and manufacturing of new weapons and technical equipment, creating a highly integrated combat system; mastering several core and foundational technologies and gradually achieving self-reliance in the design and manufacturing of modern weapons and technical equipment."

According to General Pham Hoai Nam 's assessment  , the project's results provide a solid practical basis for building mechanisms and policies for the Law on National Defense and Security Industry and Industrial Mobilization, as well as regulations on mechanisms and policies to promote science and technology activities and innovation serving the national defense industry, and to promote the development of strategically important weapons and technical equipment.

On behalf of the Central Military Commission and the Ministry of National Defence, Senior General Pham Hoai Nam congratulated and commended the General Department of Defence Industry, the Department of Military Science, the Project Management Board, and the units in charge of and leading the research topics and tasks under the project for their efforts in overcoming difficulties, being proactive, innovative, and implementing effective solutions to achieve the project's objectives.

In the coming period, the need for research, design, and manufacturing of new weapons and technical equipment, integrated combat systems, guided weapons, and high-tech weapons to meet the requirements of building a modern army is enormous. Emphasizing this, Lieutenant General Pham Hoai Nam requested that agencies and units within the Ministry of National Defense continue to build upon achievements, overcome all difficulties, and proactively improve the effectiveness of scientific and technological research, contributing to building a self-reliant, self-sufficient, dual-use, and modern Vietnamese defense industry that is increasingly closely integrated and becomes a spearhead of the national industry.
