TT-400 high-speed patrol boat No. 12 was designed by the Naval Technical Institute and approved by the Naval Military Ship Registration Center. The ship has a maximum length of 54.72m; maximum width of 9.34m; side height of 5.16m; full load displacement of 437.7 tons; maximum speed of 34 nautical miles/hour; ability to withstand level 8 waves and level 9 winds; operating range of 2,500 nautical miles; continuous operation time of 30 days and nights.
On the afternoon of April 18, in Da Nang City, Song Thu Corporation (General Department of Defense Industry) and the Vietnam Coast Guard held a keel-laying ceremony for the construction of the 12th TT-400 high-speed patrol boat.
Attending the ceremony were: Lieutenant General Bui Quoc Oai, Political Commissar of Vietnam Coast Guard ; Major General Pham Thanh Khiet, Deputy Director of the General Department of Defense Industry.
The implementation of the project to build new high-speed patrol boats TT-400 not only contributes to supplementing equipment and modernizing the Vietnam Coast Guard in performing patrolling tasks, enforcing laws at sea and protecting sovereignty, sovereign rights, national jurisdiction, and national security in Vietnam's waters, but also continues to demonstrate the attention and facilitation of the Party, State, and Ministry of National Defense for the Coast Guard as well as the trust of the Vietnam Coast Guard in the TT-400 series. At the same time, it is a reliable support and fulcrum for fishermen to go offshore, stick to the sea, and develop the socio-economy; helping officers, soldiers, and people feel secure working on the seas and islands of the Fatherland.
Speaking at the ceremony, Major General Pham Thanh Khiet, Deputy Director of the General Department of Defense Industry, thanked the strong direction of the Head of the Vietnam Coast Guard Command; the positivity and initiative of the Coast Guard Logistics and Engineering Department in resolving difficulties, problems, and arising issues to complete the investment procedures for shipbuilding; and at the same time acknowledged the efforts of Song Thu Corporation in proactively receiving information, developing a plan to participate in the bidding and preparing the best conditions for the construction of the TT-400 high-speed patrol boat No. 12.
The Deputy Director of the General Department of Defense Industry requested Song Thu Corporation to concentrate all resources and closely coordinate with investors, contractors, consulting units, inspection agencies, and relevant authorities to organize shipbuilding to ensure quality and progress; complete all legal procedures correctly and sufficiently; strictly implement the terms of the contract signed with the Vietnam Coast Guard; regularly and promptly report the situation and progress of shipbuilding to investors and the General Department of Defense Industry for monitoring, management, and direction.

In addition, during the construction process, Song Thu Corporation needs to proactively discuss and work with contractors constructing TT-400 ships No. 11 and 13 to ensure consistency and synchronization in design and construction between the three TT-400 ships No. 11, 12 and 13; research and apply scientific and technological achievements and technical initiatives to production.
